For the tubular and semi-tubular rivets like what comes with this kit you would need a rivet clincher tool available at hardware stores and some auto parts stores could have a selection as well.

It will be a matter of putting the spring on the shaft pushing the shaft up from the underside of the coupler and then riveting the shaft to the latch with the included rivet. The hole in the shaft of the pin is for attaching it to the latch.
