Question:
Do you have M8 x 60mm Carriage Bolts. Bolts must be threaded the entire length of the bolt.

The closest thing I have to offer you is a M8 x 80MM carriage bolt # 915-0880-11. This bolt is the replacement bolt for the Thule Spare Me Bike Rack TH963, which is threaded the length of the bolt.
