Based on the photos of your Jayco 19RB travel trailer that I reviewed the Stromberg Carlson Trailer Tray Cargo Carrier for A-Frame Trailers # CC-255 should work great for you. All you'll need to check is that your a-frame trailer members are between 3-1/2- and 6-1/2-inches tall and that your propane tank/cover will fit within the 29-inches of clearance between the top of the frame and the bottom of the cargo tray.

Stromberg Carlson also makes a similar a-frame-mounted carrier for use with 2-inch hitch-type RV bike racks. That carrier is part # CC-275 and it can be used with an RV-rated bike rack like # S64152-2. We offer for this rack accessory hitch lock and cable # S64030.
