will this hitch go around the rear spare tire on the back of my forerunner??

According to the installation instructions I have linked to below, the spare tire on your 1998 Toyota 4Runner will in no way interfere with the installation of the hitch.
This being said, our installers find that in many cases temporarily lowering or removing the spare tire provides better access to the mounting points on the vehicle frame.
