Does Blue Wire For Brake Controller Show Power All The Time

Question:

should the blue wire have voltage only when brakes are applied or all the time? and where can i find a color code chart for the LED light on the controller.

The blue wire should only show power when the manual override is used and only when the trailer is connected and the brakes are applied. The brake output pin on the trailer connector on the vehicle should not show power any other time.

As far as the LED light it is only one color and the chart I have attached explains how the light will look based on conditions.
