Is the CIPA Dual-View Baby Mirror Glass or Reflective Film

Question:
is the mirror itself an actual mirror, or is it just a shiny reflective silver surface that reflects a blurry image. I have seen small mirrors like this that look like they have aluminum foil for the mirror material. This is going into a federally funded state vehicle and it must be a real mirror.

The CIPA Dual-View Baby Mirror, part # CM49606, is convex glass. It does not use a silver surface or other film that reflects a blurry image. I have attached a review video of this mirror for you to check out. As you can see in the video around the :47 second mark, the reflected image in the mirror is clear.
