Question:
I already have a weight distribution system from my last trailer and it is rated for 800 - 1200 tongue weight. Can I use it for my new trailer that has an empty weight of 3700 lbs with a tongue wt of 400 + lbs?

When choosing a weight distribution system, it is key to know your trailer's loaded and ready to tow tongue weight. You'll then add the tongue weight from the trailer to the weight of any cargo behind the rear axle in the bed of your 2013 Ford F-150. You'll use this combined figure to choose the correct system.
I have attached a help article detailing how to determine trailer tongue weight and a help article answering common weight distribution questions, in which you may find helpful.
From what you describe, your current system is rated too high for the tongue load of your trailer, which means that your trailer will ride very rough and you won't get the proper weight transfer. For the best ride, I recommend switching your current weight distribution system out for the Reese Steadi-Flex Weight Distribution System. If you identify your tongue weight as being between 400-600 lbs, go with # RP66558. If the tongue weight is greater than 500 lbs, the higher rated # RP66559 (for 500-1000 lbs of tongue weight) would be recommended. A weight distributing shank is included with they system but you will need the properly sized hitch ball, # 63845 for a 2 inch or # 19286 for a 2-5/16 ball.
I've linked you to some FAQ articles about weight distribution, as well as to a peoduct demosnstration video for the Steadi-Flex.
