Do Tow Hooks of 2015 Jeep Cherokee Remove to Install Base Plate Kit

Question:
Can the tow hook be removed and the brackets used to hold them be used for tow brackets ?

The tow hooks are removed when installing base plates # RM-521446-4 and cannot be re-installed because the mounting holes for the tow hooks are used for the base plates.
