Can Stromberg Carlson Trailer Tray Cargo Carrier CC-255 Have Tray Installed Upside Down

Question:
Can the tray be flipped, flat side up, to hold slightly wider cargo such as a 33 inch or more cooler? Also, is there only one standard height or can the tray be lowered to a desired height?

There's really nothing on the Stromberg Carlson Trailer Tray Cargo # CC-255 that would prevent it from having the tray on the top of it from being installed upside down. There isn't a way to adjust the height of the tray though. It will end up 29 inches above the frame.
