The roof basket I recommend for your 2013 Outback Wagon with the factory roof rack is the Thule Canyon, part # TH859XT. This basket is made of tubular steel that is black powder coated and has tapered side walls to make loading your cargo easier. And it has a fairing on the front that reduces wind drag and cuts down on noise.
This basket has a weight capacity of 150 lbs and the overall dimension is 49 inches long x 40 inches wide x 6 inches tall. This basket weighs 29 lbs. You want to make sure you do not exceed the weight capacity of your roof rack and also your roof weight capacity on you vehicle.
To help secure the cargo you place in the basket I recommend a cargo net like part # TH692.
