Do the two cross bar ends attach to the frame or to the wheel well

The furthest two attachment points for the cross tubing on Curt Hitch, # C11290, are in the trunk pan (where the spare tire sits) and not the frame. The attachment point for the bracket nearest the receiver opening is a tow hook near the center of the rear end of the 2003 Honda Accord.
