I would like to tow a small trailer, like the one sold by Harbor Freight, That trailer has a 1 7/8inch ball hitch. Can I use an adapter to connect the 1 1/4inch receiver on this hitch with the trailers hitch? Is it physically possible? What are the safety issues if I stay under the hitchs weight limit and wire safety lights, etc.?

You can tow a small trailer with a 1-7/8 inch hitch ball coupler with the trailer hitch part # 24798 that you referenced. It would be just a matter of using the correct hitch ball size with the ball mount # 3593 that is recommended for this hitch. For the ball you would need # 19256.
For trailer wiring you would need the part # 118545 which is a custom fit kit for your 2008 Nissan Versa.
You will need to consult the owners manual of the vehicle to determine the towing capacities. The hitch has a 2,000 lb total trailer weight and 200 lbs tongue weight capacity.
