Where is the safety chain attached to the pin box?

For fifth wheel trailers there isn't a safety chain requirement like with gooseneck hitches. The part # RP50223 that you referenced is a safety chain setup attachment point for when you are using a gooseneck adapter on a fifth wheel rail like the part # 16055.

Since you said pin box that would indicate that you have a fifth wheel trailer and this would not be needed. On gooseneck trailers there will be safety chains attached to the frame/coupler of the trailer.
