Wiring the Switch for the Halogen Docking Light Kit

Question:
do I split the black wires from the switch to the neg terminal?

Since the switch only has the 3 terminals, ground, power in, power out, only the power out would be split to the 2 different lights in kit # DL-16CC. There only needs to be one ground (negative) at the negative battery terminal and there is just the one 12 volt power source coming from the positive battery terminal.
