Can I change the tire size from a 13 inch tire to a 14 inch tire on my 2003 Coleman Utah Pop up camper. I seem to be blowing out tires more frequently even though I buy a very good tire for the pulling and drive at 60 MPH down the highway. I concluded that a larger tire would allow a better traction and less tire heat when I drive. Am I correct in this analogy and can I make the switch?

You certainly can move to a larger size trailer tire as long as you have enough room in the wheel wells. You might want to contact the camper manufacturer with its VIN to confirm they have no concerns about a larger diameter tire. Based on my review of photos of your Utah you may have a tight fit with a larger tire.
You also can potentially select a higher load range tire in your current size. This would mean less heat build-up since the tire would be operated below its maximum capacity. If you are currently using bias ply tires a switch to radials will also mean less heat and will improve handling since radials flex more and provide better contact with the road surface.
The linked page shows you all 14-inch trailer tires which are available in various load ranges. For example, Kenda # AM10235 is a ST205/75R14 radial tire in load range D, maximum load 2,040 lbs at 65-psi.
You are correct that your driving speed plays a role in tire temperature and lifespan. Most trailer tires are rated for up to 65-mph. Also, it is important that tires ALWAYS be inflated to their maximum cold tire pressure as noted on the sidewall.
