My Subaru dealers service manager tells me that putting a break controller on my 2011 Outback will fry the cars engine control unit resulting in a $1000 repair. Is he correct?

If installed properly a brake controller like the Prodigy P3 # 90195 would not cause any damage to any components of your vehicle. If anything it will help preserve the life of your vehicle's brakes as it will help slow down the vehicle when towing a trailer by allowing the trailer to do some of the braking.
This controller would not connect in any way to the braking system of your vehicle so it would not damage it.
You will need to start with a 4-way (if you do not have one). For that you would want the # C56040 for a non-Sport model and part # C56111 for a Sport model.
From there you would need to convert the 4-way to a 7-way so that you can install the brake controller. For that you will want the Brake Controller Install Kit and 7-Way Adapter part # ETBC7. I attached installation instructions and an install video for this product as well.
