I have a 2015 Tiguan VW SE. Will this also fit it? And do I need the strap also, and if so how would it strap to my car??? thanks,

The Curt Hitch part # C12097 that you referenced has been confirmed to fit all models of the 2015 Volkswagen Tiguan so it should work well with your SE model.
All non-trailer loads - bike racks, cargo carriers and so forth - should be supported with stabilizing straps. Failure to properly support these loads will void your hitch warranty from Curt. For that you will want the part # 18050. I attached a video that details how it would work.
