Dimensions of the Single Axle Trailer Fender # HP49VR

Question:
I have a single axis trailer and replacing the wheel wells. I noticed on this piece that its measured at 24 inches long. Is that measurement from the top of the piece or the bottom where it expands out? thank you.

The Single Axle Trailer Fender # HP49VR measures 24 inches from the bottom of the fender where it expands out as you said. The top portion that is flat measures 16 inches.
