We have roof rack solutions available for your 2015 BMW X3, but the part # 59827 that you referenced is not one of them so I would not recommend it for you.
If you have flush rails that run from front to back on the top of your vehicle you would need the following components to complete a roof rack:
Rhino-Rack Vortex Aero Crossbars # RRVA126B-2
Rhino-Rack SRB Leg Kit # RRSX026
If you have a totally naked roof then you would want this instead:
Rhino-Rack ROC 25 Roof Rack for Naked Roofs # RR36MR.
