Thank you for providing a photo of a Thule part that appears to be from a Rapid Traverse series roof rack foot pack. This appears to be the outer cover into which a lock cylinder installs.

According to my contact at Thule these outer covers are not offered alone but as part of a foot pack kit. For a Rapid Traverse foot pack order # 7522249001

i have the exact same problem. i think that you should make the replacement covers available just like you did for the podium foot packs
