All tires whether they are for your golf cart or for a trailer are recommended to be inflated to their psi capacity.
If a trailer tire is inflated to a lower air pressure than the maximum, the amount of weight that the tire can carry will be reduced. If a heavier load is put on the trailer tire than what is recommended for that air pressure, the sidewall of the tire could heat up and cause the tire to fail.

Stromberg Carlson states that the weight capacity of the # VG-15-100 fifth wheel tailgate is 100 lbs, so I wouldn't recommend using it to load a golf cart. The air pressure in any tire should be listed on the tire itself and if it says 30 psi, that is the psi I recommend using. Special trailer tires should be inflated to their maximum air pressure. for example, the tire you came from, part # AM40537 has the psi listed at 22 on the sidewall.

You'll want to keep in mind that these are bias ply tires, which will typically have a stiffer sidewall so you might not get all the flex you're looking for.
