In order to carry 4 bikes on your 2014 Honda Civic LX, you will need to have a combination for either a hitch mount rack and roof rack or trunk mount rack and roof rack.

The issue is that the trailer hitches available for your car are all Class I hitches and capable of holding just 2 bikes. And the most bikes you can safely carry on a trunk mount rack is 3.

The least expensive way to accomplish this is to use a trunk mount rack and roof rack combination. If the vehicle does not have a spoiler then then I recommend the trunk mount rack # HRE3 for a basic rack or a Thule OuWay 3-bike rack # TH56BV if you want more features.

For a roof rack, if you have a 4-door sedan, the most cost effective roof rack is a Rhino-Rack system with the following parts:
