Hey Todd,

Yes, your 2008 Scion xB would be able to be flat towed with all four wheels down since you have a manual transmission. To do so you'll need the following components:

Baseplate: Roadmaster Direct-Connect Base Plate Kit # 1187-3A.

Tow Bar: etrailer SD Non-Binding Tow Bar for Roadmaster Direct-Connect Base Plates # e74ZR. This comes with safety cables and has a built in rise/drop to help level the tow bar between the two vehicles. You may still need an adapter though if your tow bar falls outside of the 3" safety one for leveling.

Tow Bar Wiring Kit: Roadmaster 4-Diode Universal Wiring Kit for Towed Vehicles # RM-15267. This diode kit will splice into your factory tail light wiring to display your motorhome's traffic signals with the vehicle's tail lights.

Braking System: If your motorhome has hydraulic brakes then you'll want the Demco Stay-IN-Play Duo # SM99251. If it has air brakes instead then you'll want to go with the Demco Air Force One # SM99243 instead. These systems are a permanent install and will be ready to go without a bunch of setup like portable systems require so you can get out on the road faster.

If you need anything else or have any other questions just let me know below in the comments and I'd be happy to help.
