Can The Arms On The Thule OutWay Trunk Bike Rack Be Rotated Up And Down?

See picture attached. The arms point downward. Is it possible to rotate the arms at least 180 degrees or up to roughly 270 degrees when no bikes are loaded? The goal is for the arms to not protrude by a few inches and not make the car longer, which makes parking harder.

Yes, it is possible to rotate the arms on the Thule OutWay Trunk Bike Rack # TH56BV up and down. Each arm can be rotated independently, and you can rotate them up as far as you want when the bikes are not loaded. It will be well over 180 degrees from what you see in the picture. If your goal is to save room when parking in a tight space, rotating the arms in this way certainly will save you a few inches.
