Can a single handle faucet be installed to use only cold water?

Yes you can use a faucet like the Empire Faucets RV Kitchen Faucet - Single Lever Handle # EM54JR to only have cold water, however to prevent water from gushing out the other end, you'd need to cap off the hot side.
