What is best way to lube Roadmaster Tow Dolly skip plates?

In regards to the Roadmaster Tow Dolly Ramp Wear Strip and Spacer Plate Replacement Kit part # RM-2000-25, the instructions state to "Apply the supplied lubricant to the top of the replacement deck spacer and the two replacement ramp wear strips.". I have attached a photo of these components below straight out of the instructions.
