Using RodBuckle Retractable Fishing Rod Tie-Down Strap with Concealed Mounting Kit

Question:
Please explain how to remove the top buckle as it comes in the packaging so I can use the web clip.

The RodBuckle Retractable Fishing Rod Tie-Down Strap with Concealed Mounting Kit, # IMF14200-02 has one side mounted to the side of the boat, you simply pull this strap out as it is rolled up against a tension spring. Pull this side of the clip past the clip opposite it. Place the edge of the clip on the strap end against the mounted portion and let the tension pull/retract it to sliding into position.
