Question:
All outside lights work and trailer battery shows full charge. Dome light has two wires white and black. When I check battery with 12 volt test light I show power when I hook ground to whit wire and probe to black wire. No power to 15 amp fuse next to battery. Seems like system has no ground?

If there is no power to either side of your 15 amp fuse that is connected to the battery that would indicate that either there is no ground on the system or that there is a battery disconnect in the circuit. Your outside lights may be tied into the 7-way wiring and get their power from the vehicle rather than the trailer battery.
First I recommend checking for a battery disconnect or loose ground connections. A Circuit Tester # PTW2992 or test light can be used to check for power along either the positive circuit wiring to the negative terminal or the negative circuit wiring to the positive terminal.
If you do not have those does the wiring go to a switch or does it go straight to the light fixture. If there is a switch you can test the switch or bypass it to get power to the light fixture.
You will need to see if there is a fuse panel installed for the lights or if another in line fuse is in the system.
