I have a Bulls lacuba evo lite ebike. Will fenders. Can this rack work

I looked up your Bulls Lucuba Evo Lite e-Bike and see it is 49.6 lbs. The Saris SuperClamp EX # SA4025F is rated for bikes up to 60 lbs and the fenders on your e-bike won't pose any issues, so it will work for you.
The placement of the SuperClamp hooks will just need to be adjusted accordingly. When a fender is used on the front and/or rear wheel, clamp the hook to the wheel where the fender ends. We also strongly recommend the use of the included front and rear wheel straps, especially when transporting bikes with fenders. This will let you transport your bikes safely and securely.
