How can i tell what year of rack i have do that i can purchase the correct riser?

There are two different Yakima PowderHound Ski Carriers. The early model which was manufactured from 1999 to 2004 and the late model which was manufactured from 2006-2009. I can tell from the photo you submitted that you have the early model due to both the mounting brackets it uses and the lack of a tab below the red button which was introduced in 2000 therefore you need the Replacement Ski Lift Kit for Yakima PowderHound and ButtonDown Ski Carriers Made Before 2006 part # 8830017 not the Replacement Ski Lift Kit for Yakima PowderHound and ButtonDown Ski Carriers Made After 2006 part # Y8860037.
