I took a look at the owner's manual for a 2013 Ford Fusion and it states that a front-wheel drive Fusion can be towed using a tow dolly with the front wheels off the ground, but an all-wheel drive model cannot be flat towed or towed on a dolly (it would require its own trailer).
We do have tow dollies that you can use for your '13 Fusion and I highly recommend the Demco Kar Kaddy # DM9713045.
