Question:

2013 Equinox. Trailer hitch. The bolts sent do not fit. All weld nuts are clean, bolts only go in 1/4” before seating tight. I need to get different bolts. What size are the weld nuts?

The weld nuts on your 2013 Chevy Equinox use M12x1.75x45 size bolts like what your Draw-Tite Max-Frame Trailer Hitch Receiver # 76028 came with. I checked and the similar Curt # 13591 and etrailer.com # E98865 trailer hitches use M12x1.75x40 size bolts which means they are slightly shorter but not so much that it would affect anything.

If you didn't already use some lubricant when you cleaned the weld nuts try spraying some WD40 in there and then letting it soak for a bit before cleaning them with a brush like part # 814092. You can see this done in the attached installation video on a similar 2013 Equinox.
