I have a 2016 Ram 1500 with the 5.7 Hemisphere. I also have 2 5000 pound air bags installed, will this up my tow rating

Using air bag suspension enhancement will not increase your towing capacity at all. They will however help with shock absorption and will help you level your truck so you don't have sag.
The towing capacity is slightly connected with payload, however it has more to do with the engine and the axle ratio of your transmission. Depending on your transmission and axle ratio of your 5.7L Hemi, you could have between 7,220 lb max towing and 10,640 lbs max towing according to the 2016 Ram 1500 Trailer Towing Chart. To determine your trailer weight you can look at your owners manual or the sticker inside the driver's door. There you will see your vehicle GVWR (gross vehicle weight rating) and then you subtract that from the GCWR (gross combined weight rating) to get your max trailer weight.
