Can a tow package be put on after the fact? Can the hitch and cooling system be installed after purchase and allow for the maximum payload to be 5000 lbs. instead of 2000 lbs.?

While we certainly have a trailer hitch and transmission cooler that would fit your 2016 Chevy Traverse you'd have to verify with them if that would be enough to increase your towing capacity. The Draw Tite hitch part # 75528 that you referenced is a confirmed fit for your 2016 Chevy Traverse and then for a transmission cooler the Derale # D13503 would fit and work well.
