I bought a westlin brushguard used and he said it came off 98 Ford ranger and I have 2003 Ford ranger . I’m not sure if I’m missing a mounting plate underneath on frame. My brushguard is 34 inched center to center bolt holes

It's not going to fit. The part # 40-0885 is the correct fit for a 2003 Ford Ranger and it only fits from 2001 to 2005 Ford Rangers. Since the bracket kits and the guards are both made to fit specific vehicles you can't adapt a different guard to fit a different vehicle by swapping the hardware.
