Do I need and in-line fuse for a RV tank heater pad? One for each pad or if run parallel a combined amperage fuse?

You do need to make sure you are properly connected to fuses for a single unit as the # 277-000163. This is a thermostatically controlled pad. If you are running more than one, you need to run them parallel. It would be wise to use a combined amperage fuse as you stated. You also want to make sure if you use a switch that it can cover the amperage. Each pad draws 5.8 amps, so a 15-amp or better switch will work, like # PK34571.
