i AM LOOKING FOR THE VERTICAL TUBE ON A BOAT TRAILER THAT NORMALLY HAS A SMALL WINCH ATTACHED TO. WHAT IS THAT CALLED AND WHAT IS YOUR PART NUMBER FOR THAT?

It sounds like you're looking for the CE Smith Winch Stand # CE31013G. This is a stand that your winch will mount to anywhere on your trailer's tongue. It gives you multiple mounting angles and options with 14 mounting holes. It fits 2 inch trailer tongues and is 30 inches tall.
