Trunk Mount Bike Rack Recommendation for 2021 Subaru Legacy and Childs Bike

I have another solution for you but the Thule Passage 3 Bike Carrier # TH911XT will not fit your 2021 Subaru Legacy.
As an alternative you can use the Yakima HangOut 3 Bike Rack # Y02638 which is essentially the Yakima version of the Passage. This fits your Legacy and is compatible with a child's bike if you use an adapter bar like part # Y02531 which is the case for any hanging-style rack and a child's bike.
If you wanted something a little nicer you can jump up to the Yakima FullBack 3 Bike Rack # Y02633 which looks cleaner, and is easier to both adjust and install your bikes on. This will require that adapter bar for your smaller bike as well.
