While the Trailer License Plate Holder with LED Light # 328-003-71PE has a molded housing that should provide some protection against water, it is not rated as submersible. Because of that, I wouldn't recommend using it in an application where it will regularly be underwater. For a submersible option, I'd recommend the Optronics LED Trailer License Plate Light with Bracket # LPL56CB. This light is specifically designed for marine applications and features a sonically sealed housing and lens that prevent water from entering the light assembly when submerged. If you'd prefer a full frame license plate holder rather than just the mounting bracket included with the light, you can also add the Optronics Enclosed Cargo Trailer License Plate Holder # LP35BB.

This would give you a more complete mounting setup while retaining the water protection of the submersible LED light.
