It sure will Thomas! The Yakima TimberLine FX Roof Rack for Raised Side Rails item # Y68UV is exactly what you need for your 2021 Toyota 4Runner. The crossbars and towers are going to attach directly to the side rails on your roof and not extend over the sides.

The Yakima TimberLine FX Roof Rack for Raised Side Rails item # Y68UV comes with two 45-1/2" long x 5-1/4" wide x 4" tall aero crossbars that have a 165 lbs capacity.

Please note that the Yakima item # Y68UV will not work if your 4Runner is the TRD Pro model with the factory roof basket. The towers will not grip the sides of the basket. I attached a couple of pictures below so you can see what these crossbars look like installed on a 4Runner.
