Im looking to replace and upgrade the factory raised rails and roof rack. Is there a Backbone Mounting System for a 2019 Ford Explorer?

Hey George! The Rhino-Rack Backbone is not something that is a fit for your 2019 Ford Explorer. The only option is to stick with the rails you have now with the fixed mounting points.
If you want to upgrade your roof rack, I recommend the Yakima SkyLine Roof Rack # Y77TB. This comes with their JetStream crossbars which are incredibly quiet. If you're mounting accessories in the channels you don't have to remove or trim the rubber strips, they simply push down into the crossbars at the mounting point.
