Can the 600W XH77FR handle protecting both my freshwater tank bay and battery compartment in a fifth wheel?

Megan, it depends on how connected those spaces are. The 600W heater # XH77FR does move 40 CFM of air, but it only warms the compartment it’s placed in. If your water tank bay and battery bay are sealed off from each other, you’d need one heater per space. If they’re open to each other, the 600W # XH77FR is a solid choice for that size of load.
Have you insulated the bays at all, or are they fairly exposed underneath the rig?
