I have electric drum brakes now. Can I switch to this surge actuator setup?

Deb, you’d need to remove the electric brake assemblies and install hydraulic drum brakes, plus run new brake lines to the actuator. If you're not happy with your current system, its a viable path, but not a simple bolt-on change.
Now if you're actually trying to keep the electric brake setup, you can technically use this surge brake actuator # DM28CV in the locked-out position with # DM93CV. But that would just defeat the purpose of installing this versus installing a less expensive basic trailer coupler like the Fulton Fas-Lok Coupler - 2" Ball - 3" Channel - 6,000 lbs # F346000301 which is what I'd recommend.
