It sure can, Jamie. Whether you're running a single or tandem axle, as long as you're using drum brakes and your total trailer weight is within 7,500 lbs, the DA75 Demco Brake Actuator like # DM28CV for Drum Brakes is a solid pick.
I also recommend adding a lockout solenoid # DM11993 or the manual lockout kit # DM93CV so that you can reverse without the brakes engaging.
