if you begin to install wire harness and do not finish hot feed to battery will the cars lights work as normal?

The Curt wiring harness you referenced, part # C56214, does require a 12V power connection to your vehicle battery in order to operate your trailer's lights. However, if this power wire is not run to the battery, the vehicle's tail lights should still behave normally since the harness plugs in on the vehicle in parallel. The harness will not be able to provide power to a trailer's lights without the 12V power feed.
