I recommend going with the Demco Classic Base Plate Kit # DM9517085 for your 1999 Dodge Ram 2500. It has fixed arms which will add to the look of your truck, plus it means less parts you have to think about.
This pairs well with the etrailer XHD Non-Binding Tow Bar # e94ZR which is rated for 10,500 lbs so it can easily handle the weight of your truck plus it comes with similarly rated safety cables.
If you don't already have wiring and a brake kit then I recommend the Flexo-Coil Kit # RM-15267 and the Brake Buddy Classic 3 # HM39494.
