Question:
Will this hitch an van be able to pull a 16 foot lund aluminum boat? Also i have rear heat an ac, the hoses look like they would be in the way. ty for your time

The Curt Trailer Hitch Receiver part # 13085 that you referenced has been confirmed to fit your 1999 Ford Windstar. It will work and be compatible with the rear heat and AC lines that are present at the rear of your vehicle.
This hitch has towing capacities of 4,000 lbs total trailer weight and 400 lbs tongue weight. If the weight of your boat and trailer are under these figures then this hitch would have the capacity needed.
I wasn't able to determine the towing capacities for your vehicle, but if you consult your owner's manual you should see those figures listed. You should note that the lower of the two figures between the hitch and your vehicle will be the overall towing capacity. The reason for this is that you are only as strong as the weakest component in your setup.
For trailer wiring you would want the Tow Ready Wiring harness part # HM40615.
The ball mount kit # EBMK4 will complete your towing setup.
