Can the Yakima EasyRider Double Decker Trailer item # Y08129

Question:
Can the tires of the yakima easyrider be submerged? I have a rack and roll which I like but I have changed many wheel bearings because I have submerged the wheels. I need to upgrade as I need a trailer that carries 3 fishing kayaks.
