Will this hitch in your opinion be safe to haul a 26 foot Fleetwood Prowler for about 40 miles. Mostly flat straight highway.

If the weight of the 26 foot Fleetwood Prowler is less than the towing capacities for the Curt Hitch part # 13085 that you referenced then yes, this hitch would work well for you. This hitch has a max trailer weight rating of 4,000 lbs and max tongue weight rating of 400 lbs. I attached an install video for you to check out as well.
To complete your towing setup you may also be interested in the Curt wiring harness part # C59236 and a Ball Mount Kit part # EBMK4.
