We do offer plastic fenders that may work for your tow dolly but the fenders do not come with lights pre-installed on them.
The fenders we offer are for single axle trailers and we have a couple of sizes available. They will fit for both the left and right side of the trailer. For 8 to 12 inch wheels I recommend part # F008541. These have a top step, and have a 300 lb weight capacity.
For 13 inch tires I recommend part # F008543.
Since these do not come with lights pre-installed you can add lights to the fenders. You would need a Right Fender Clearance Trailer Light, Prewired - Amber and Red, part # BA44FNR, and a Left Fender Clearance Trailer Light, Prewired - Amber and Red, part # BA44FNL.
